U.S. Department of Homeland Security (DHS)

Federal department over ICE, CBP & the Coast Guard; its detention inspectors pass nearly all ICE facilities

Agency · United States · Organization

The Department of Homeland Security was established on November 25, 2002 under the Homeland Security Act and began operations on January 24, 2003; its mission covers counterterrorism, emergency response, immigration and customs, border control, cybersecurity, transportation security and maritime safety. Its components include ICE, Customs and Border Protection, USCIS, the Coast Guard, FEMA, the Secret Service and TSA. DHS obligated $171.2 billion in fiscal 2025 (USAspending), and ICE's fiscal 2024 appropriation included $3.4 billion for immigration detention funding 41,500 beds. In the linked stories, GAO (GAO-25-107580) found DHS's four detention-inspection entities set no target performance levels and DHS did not concur with its recommendation, a federal judge ruled on September 30, 2025 in AAUP v. Rubio that State and DHS actions against noncitizen pro-Palestinian speakers violated the First Amendment, and DHS initially said agents were attacked with a shovel in the January 14, 2026 Minneapolis shooting of Julio Cesar Sosa-Celis, an account that later video contradicted.
