Dual-use exporter to Israel (no military-list licences)
Country · Ireland · Country
Ireland shows no military-list licence value for Israel in the EU's 2023 arms-export table, but it is a sizeable dual-use exporter. The Irish government told the Dail in May 2024 that €70.37M of dual-use export licences for Israel were approved in 2023, and that the bulk were mainstream business ICT products, mostly software, classed as dual-use because they incorporate strong encryption. Dual-use items have civilian uses but can also serve militaries and intelligence services. This map therefore links Ireland to Israel on the dual-use layer only. The approvals came in the year Israel launched the assault on Gaza that the UN Commission of Inquiry concluded in September 2025 constitutes genocide.

€70.37 million last year ... The bulk of dual-use exports from Ireland to Israel are mainstream business ICT products, predominantly software, that are categorised as dual-use items specifically as a consequence of the fact that they incorporate strong encryption for ICT security purposes.
