Vanguard CEO; top-five owner of every major US arms maker
Vanguard CEO · Person · United States
Salim Ramji, a BlackRock veteran, became CEO of Vanguard in July 2024, moving from the largest index giant to the second. Vanguard manages roughly $13T and, under its mutual structure, is owned by its funds and so its customers; as a private firm it does not publish his pay. As of 31 March 2026 Vanguard held 7.45% of Boeing, 7.47% of RTX, 7.22% of Northrop Grumman, 6.99% of Lockheed Martin and 6.88% of General Dynamics, according to SEC 13G filings. Francesca Albanese's July 2025 UN report names Vanguard the largest institutional investor in Caterpillar, Chevron and Palantir (9.1%) and, with BlackRock, among the largest investors in companies it ties to Israel's occupation and genocide in Gaza, including Lockheed Martin and Elbit Systems. The UN Commission of Inquiry concluded in September 2025 that Israel committed genocide in Gaza; Vanguard's 2026 filings show it still among the top owners of the US arms makers supplying it.
Salim Ramji, a BlackRock veteran, took over Vanguard in July 2024, replacing Tim Buckley. He runs the firm the UN Special Rapporteur names as Palantir's and Caterpillar's largest institutional investor and a $546M buyer of Israeli treasury bonds.
