Phebe N. Novakovic

General Dynamics CEO; her plant made the 2,000-pound bombs

General Dynamics CEO · Person

Phebe N. Novakovic is chairman and CEO of General Dynamics, whose munitions arm makes the MK-80-series bomb bodies Israel drops on Gaza. GD's proxy shows her total pay at $25.92M for 2025, $23.79M for 2024 and $22.58M for 2023, about $72M over three years. AFSC reports that GD's MK-84 2,000-pound bombs 'have been used extensively by the Israeli Air Force during its frequent assaults on Gaza'. On 28 February 2025 the State Department invoked an emergency to bypass Congress and approved a $2.04B sale of bomb bodies and penetrators to Israel, with General Dynamics a prime contractor. In October 2023 her CFO told analysts that from 'the Israel situation' the incremental demand that 'really sticks out is probably on the artillery side', and in January 2024 Novakovic cited 'higher artillery and propellant volume' as a growth driver while noting the Gaza genocide's impact on an Israel-based supplier. In Q1 2026 GD's backlog rose 48% to $131B.
