OpenAI

AI company; quietly deleted its military ban, then joined the Pentagon

Company · United States · Organization

OpenAI, led by CEO Sam Altman and president Greg Brockman, makes ChatGPT. Since its Oct 2025 restructuring into a public benefit corporation, Microsoft has owned 27%, worth about $135B. Until Jan 10, 2024 its usage policy banned 'military and warfare' use; it quietly deleted that language, The Intercept reported. In Feb 2025 AP found that the Israeli military's use of Microsoft and OpenAI AI, accessed through Microsoft's Azure, had spiked to nearly 200 times its pre-Oct 7 level by March 2024. The military used such models to transcribe and translate intelligence from mass surveillance, and Israeli intelligence officers described targeting errors caused by faulty machine translation. In June 2025 the Pentagon awarded OpenAI up to $200M for prototype frontier AI for 'warfighting' and back-office work. On Feb 27, 2026, hours after the Trump administration blacklisted Anthropic, OpenAI announced a deal to run its models on the Pentagon's classified network, promising they would not be used for domestic mass surveillance or autonomous weapons.

Through Azure to the Israeli army

OpenAI deleted its ban on 'military and warfare' use in January 2024, The Intercept reported. AP found that the Israeli military bought OpenAI models through Microsoft's Azure, and that its use of Microsoft and OpenAI AI reached nearly 200 times pre-7 October levels by March 2024, used to transcribe and translate mass-surveillance intercepts. +972 reported GPT-4 consumption via Azure rose some 20 times after October 2023.

Pentagon and politics

The Pentagon awarded OpenAI up to $200M in June 2025 for prototype frontier AI, including for 'warfighting'. On 27–28 February 2026, hours after Trump ordered agencies to drop Anthropic, OpenAI announced a deal to run its models on classified networks; the war on Iran began on 28 February. Microsoft owns 27% of OpenAI. President Greg Brockman and his wife gave $25M to MAGA Inc.
