Government of Germany

Israel's second-largest arms supplier; sued at the ICJ by Nicaragua

Agency · Germany · Organization

Germany both arms Israel and buys its weapons. It approved €326.5M in arms exports to Israel in 2023, a sharp rise on previous years, citing its Staatsräson commitment to Israel's security. In August 2025 Chancellor Friedrich Merz suspended exports of weapons that 'could be used in the Gaza Strip', but the suspension was lifted in November 2025, after three months of conscience. Germany is also the largest customer for Israeli weapons. It signed for IAI's Arrow 3 in September 2023, received the first battery at Holzdorf in December 2025, and in December 2025 the Bundestag approved a €3B expansion, taking the programme above $6.5B. Nicaragua sued Germany at the ICJ in March 2024 for allegedly facilitating genocide. The court declined provisional measures on 30 April 2024, but the case continues, with hearings on Germany's preliminary objections in September 2026.
