What happened
On 21 November 2024, ICC Pre-Trial Chamber I unanimously rejected Israel's challenges to the Court's jurisdiction (finding one premature) and issued arrest warrants for Prime Minister Benjamin Netanyahu and then-Defense Minister Yoav Gallant. The judges found reasonable grounds to believe each bears criminal responsibility as a co-perpetrator for the war crime of starvation as a method of warfare and the crimes against humanity of murder, persecution and other inhumane acts, in connection with restrictions on food, water, medical supplies, fuel and electricity to Gaza's civilians between at least 8 October 2023 and 20 May 2024. These are warrant-stage findings, not convictions. Israel, which is not an ICC member state, rejects the charges; NPR reports Netanyahu's office called the decision "antisemitic" and President Isaac Herzog called it "outrageous."
