What happened
On 24 May 2024, ruling on a South African request tied to an Israeli offensive in Rafah that began 7 May 2024, the Court ordered, by 13 votes to 2, that Israel must immediately halt its military offensive and any other action in the Rafah Governorate that may inflict on Palestinians in Gaza conditions of life that could bring about their group's physical destruction, keep the Rafah crossing open for unimpeded humanitarian aid, and ensure unimpeded access for UN-mandated fact-finding bodies investigating the genocide allegations. Israel was again ordered to report back to the Court within one month. The Court explicitly stated that this new order was "without prejudice to any findings concerning [Israel's] compliance with the Orders of 26 January 2024 and 28 March 2024" — meaning the Court itself did not rule on whether Israel had complied with its two earlier orders.
