Libya's eastern parliament created a reconstruction fund headed by Belqasim Haftar that has operated without Audit Bureau oversight, then approved a US$12.7 billion budget with 25 MPs present

Libya's Benghazi-based House of Representatives issued Law No. 1 of 2024 on 6 February 2024, creating the Libya Development and Reconstruction Fund under Belqasim Haftar, son of commander Khalifa Haftar, and transferring ten executive bodies to it.
