What happened
Libya's Benghazi-based House of Representatives issued Law No. 1 of 2024 on 6 February 2024, creating the Libya Development and Reconstruction Fund under Belqasim Haftar, son of commander Khalifa Haftar, and transferring ten executive bodies to it. Reporting says the fund has operated without proper oversight from the Audit Bureau or the Administrative Control Authority. In June 2025 the House approved a LD69 billion (about US$12.7 billion) three-year budget for the fund at a session attended by 25 members, which Tripoli-based Prime Minister Abdelhamid Dbeibah called a 'financial catastrophe' and accused parliament of using as cover to loot public funds. Menas reported that Haftar reportedly asked in June 2025 for the monitoring exemptions to be lifted and for the fund to be audited; in May 2026 he said every contract is audited by the appropriate authorities. A January 2025 Minbar Libya analysis said Derna reconstruction contracts were awarded through a unilateral selection process that avoided competitive tendering.
