Paraguay's Comptroller says Asunción's municipality handled about 500 billion guaraníes in bond proceeds illegally; Deputies approved intervening the administration in June 2025
In a July 2024 report, Paraguay's Contraloría General de la República said Asunción's municipal administration under Mayor Óscar "Nenecho" Rodríguez handled roughly 500 billion guaraníes raised through municipal bonds for public works illegally. It said the municipality's defense, that it used a single-account (Cuenta Única) mechanism, could not override the Municipal Organic Law barring use of bond proceeds for current expenses, and that accounting-bank discrepancies and missing supporting documents were not justified.
