Nagoya principals heard 17 complaints about teachers' inappropriate contact with pupils but passed only six to the school board, city-appointed investigators found.

After a Nagoya elementary-school teacher was arrested in June 2025 as administrator of a social-media group in which teachers shared covert photos of pupils, the Nagoya City Board of Education appointed three outside investigators who invited reports from about 14,000 school staff in August 2025. Their report, submitted on 23 March 2026, examined 23 reports about 21 staff; in 17 of them colleagues or parents had told principals at the time, but the board's secretariat could confirm it had received only six, which the investigators called insufficient information-gathering.
