Pinal County Attorney signed an ICE 287(g) agreement without Board approval; a judge ruled he lacked authority and blocked it
Pinal County Attorney Brad Miller entered a 287(g) agreement with ICE and DHS, which he announced in December 2025, without approval from the Board of Supervisors. After outside counsel advised that board approval was required, the Board voted unanimously on January 30, 2026 to take civil action against him; Miller wrote that he had no intention of ending the agreement, arguing the authority was his as an elected official over a law-enforcement agency.
