What happened
Ghana's Auditor-General's 2025 report on the Public Accounts of Ghana (Ministries, Departments and other Agencies) found total financial irregularities of GH¢5,266,315,079 for the year ended December 31, 2025, the highest in five years and more than double 2024's figure. The Ministry of Finance accounted for GH¢4,809,329,211 of that total, over 91% of all irregularities flagged, driven almost entirely by public institutions' failure to deduct and remit withholding tax, VAT and PAYE to the Ghana Revenue Authority within the legally stipulated period.
