What happened
In December 2022 the European Court of Human Rights ruled that North Macedonia discriminated against Roma pupils by segregating them in two State-run primary schools in Bitola and Shtip, and said the measures taken must end that segregation. Reviewing compliance on 4 December 2025, the Council of Europe Committee of Ministers 'noted with concern' that most applicant pupils still enrolled in the two schools remain segregated, that 2024 amendments to the Primary Education Act had 'not so far produced tangible results', and regretted the delay in drawing up and carrying out desegregation plans for the schools. The government's own Secretariat-summarised action plan reported that in 2024/25 most of the Shtip applicants were still in Roma-only or the same classes as before, one class being 18 Roma and two Turkish pupils.
