What happened
The November 2025 Wang Fuk Court fire in Tai Po killed 168 people. An Independent Committee chaired by Mr Justice David Lok heard 77 witnesses over 24 hearings and was told contractors, consultants and inspectors had failed, with committee counsel saying departments bear part of the responsibility for relying on an honour system. On 22 June 2026 the committee said it would not convert to a statutory commission of inquiry and that criminal and civil liability are for law enforcement; police have charged seven people and two companies including with manslaughter. The government set up a team to review departmental liability under the principal official accountability system, and the committee's report was still pending in the sources reviewed.
