What happened
A USAID analysis completed in June 2025 reviewed 156 reported incidents of theft or loss of US-funded aid in Gaza from October 2023 to May 2025 and found no reports alleging Hamas benefited; in most cases the perpetrator could not be identified, and Israeli military action directly or indirectly caused 44 incidents. A State Department spokesperson disputed it, citing endless video evidence of Hamas looting, and the IDF said it ignores clear evidence that Hamas exploits aid. Fox News reports the USAID Inspector General maintains a separate investigation into diversion allegations.
