What happened
On June 3, 2026 Israel's High Court of Justice ruled that the blanket ban, in place since October 7, 2023, on International Committee of the Red Cross visits to Palestinian security detainees lacked adequate legal justification. A Lawfare analysis says the state filed about 30 postponement requests over roughly two and a half years without submitting an initial response. On September 17, 2026 four rights groups petitioned the court to enforce the ruling because visits had not resumed, and on September 27 Haaretz reported the court found the state was not complying and ordered it to explain how it would ensure humanitarian visits.
