What happened
A 2018 complaint to OFNAC alleged that Senegalese customs agents at Blaise Diagne International Airport collected 15,000 CFA francs per million carried from travelers to Dubai or China, with no receipt or official record. OFNAC's 2024 activity report (investigation report no. 13/2022) says the complainant never responded to its summonses, and that under the 2012 law then in force its investigators lacked powers to use undercover or surveillance techniques. OFNAC wrote to the Director General of Customs asking him to act if the practices were real; the report says that letter 'remained without follow-up to this day'. On April 24, 2024 OFNAC's Assembly of Members unanimously closed the case. The allegations were never substantiated.
