What happened
Journalists and social media users found that grants from Poland's National Recovery Plan (KPO), an EU-funded program worth billions of euros administered in part by the Polish Agency for Enterprise Development (PARP), had been awarded for luxury boats, hot tubs, spa expansions and an ice-cream-machine business under a scheme meant to modernize the hospitality (HoReCa) sector. PARP president Katarzyna Duber-Stachurska was dismissed in early August 2025, and Prime Minister Donald Tusk ordered an audit and froze further HoReCa-sector payments while the national prosecutor's office opened a review. The responsible minister, Katarzyna Pełczyńska-Nałęcz, said all contracts would be reviewed before further disbursement.
