What happened
The ICC Office of the Prosecutor's 42nd report to the UN Security Council under Resolution 1593 (2005), covering July to December 2025 and presented January 19, 2026, states that Sudan's government is obliged to arrest and surrender Omar al-Bashir, Abdel Raheem Hussein and Ahmad Harun, and notes their recent reported public appearances. Four ICC warrants remain unexecuted: Bashir, Harun (2007), Hussein and Abdallah Banda. Deputy Prosecutor Nazhat Shameem Khan briefed the Council remotely after not being granted a US visa to appear in person, which Human Rights Watch linked to 2025 US sanctions on ICC officials.
