What happened
Maka Angola (9 Dec 2025) reports that Angola's Instituto Geografico e Cadastral (IGCA) processed a 2023 concession of 82.6 hectares of state land in Mabuia, Icolo e Bengo, at 343,500 kwanzas, versus the 33 million kwanzas paid for the concession in 2014 (a 96-fold difference); the outlet says even that amount was not paid. It reports the original cadastral process, belonging to another user, was erased with correction fluid and overwritten with the new grantee's name, Sarajeu. Maka Angola names Selso Rosa, linked to Sarajeu, as the cousin and front man of IGCA Deputy Director-General for the technical area Silva Venancio Hossi, who did not answer its questionnaire. It also reports that part of the land passed to the companies Habiperfect and A Roda without authorization. Public Works Minister Carlos Alberto Gregorio dos Santos, who signed the concession contract on 9 February 2023, told Maka Angola on 4 December 2025 he was preparing a directive to reassess all concessions issued in 2022-2024; none had been published at the time of the report.
