What happened
Israeli rights groups (ACRI, Physicians for Human Rights Israel, Gisha, HaMoked) petitioned the High Court of Justice in May 2024 to close the Sde Teiman detention facility, citing detainees held blindfolded and handcuffed with inadequate food and medical care. On September 18, 2024, Acting Supreme Court President Uzi Vogelman and Justice Daphne Barak-Erez ruled that the state must hold detainees in accordance with Israeli law, including the Detention of Unlawful Combatants Law, but declined to order the facility closed, citing improvements since the petition (detainee numbers falling from about 700 to several dozen and a new facility). The court said petitioners could return if conditions worsened. An Israel Democracy Institute analysis notes the judgment did not explicitly find that violations had occurred.
