What happened
In June 2025 the Procuraduria General de la Nacion opened a disciplinary investigation into Ecopetrol president Ricardo Roa Barragan over his 2023 purchase of an apartment for 1.8 billion pesos from Princeton International Holding, whose Colombian affiliate is linked to Venezuelan businessman Serafino Iacono, although the property was appraised at more than 4 billion pesos. Four days before Roa took office, NG Energy, where Iacono is CEO, signed an agreement with Ecopetrol subsidiary Hocol on the Sinu 9 gas project. The Procuraduria said Roa's actions could have favored companies linked to Iacono and asked Ecopetrol whether Roa filed a conflict-of-interest declaration; Roa told El Tiempo he has no relationship with Iacono or the agreement, and Ecopetrol's board said it would study the conflict claim. Vanguardia reported that Roa left the Ecopetrol presidency at the end of July 2026 amid judicial scandals; the outcome of the disciplinary case was not found.
