A Periodic Transaction Report filed with the Clerk of the House on Aug 20, 2025 (filing ID 20030930) lists about 80 individual stock purchases dated between Sept 2024 and June 2025, 71 of them on Sept 26, 2024, all with a notification date of Aug 1, 2025, plus sales including 69 dated July 11, 2025. NOTUS reported on Aug 22, 2025 that the purchases were disclosed months late and that Torres's office confirmed the late disclosures violated the STOCK Act. His spokesman said Torres had no knowledge of, discretion over, or involvement in the individual stock trades, which a third-party manager executed with about $170,000 he had moved from a bank account; that he has instructed that only index funds, mutual funds and ETFs be used going forward; and that he is in contact with the House Ethics Committee and willing to pay any fine. The individual stocks were sold on July 11, 2025. House Ethics guidance states members are personally responsible for their reports regardless of who prepared them. The standard first-offense fee is $200; no public record of a fee or committee action was found.
