What happened
Victoria's Independent Broad-based Anti-corruption Commission (IBAC) released its long-delayed Operation Richmond special report on 5 August 2026, finding that a 2016 'back-room' enterprise bargaining deal with United Firefighters Union secretary Peter Marshall — authorised by then-Premier Daniel Andrews and negotiated by then-Special Minister of State Gavin Jennings with the help of then-Department of Premier and Cabinet deputy secretary Tony Bates — was conducted contrary to government policy, procedure, convention and their respective codes of conduct. IBAC also found then-Emergency Services Minister Lisa Neville gave Marshall privileged access influencing a Fire Rescue Victoria commissioner appointment. IBAC stopped short of finding corrupt conduct. Andrews rejected the findings as 'outrageous and baseless.'
