A Periodic Transaction Report (PTR) digitally signed by Rep. Rick Allen on August 10, 2023 (House Clerk Filing ID 20023082, 21 pages) lists 176 line items: 137 marked New, 37 Amended and 2 Deleted. The 137 new entries carry transaction dates from February 3, 2017 through July 17, 2023; 136 of them are dated more than 45 days before the filing and 120 more than a year before it. All twelve entries dated 2017 list the spouse as owner. The STOCK Act requires reporting within 30 days of notification and no later than 45 days after a transaction. Raw Story, in an analysis of the filing, counted 136 transactions valued at roughly $3.05 million to $8.56 million and described them as reported as much as six and a half years late; the Atlanta Journal-Constitution reported the same figures. Allen's spokesperson Carlton Norwood Jr. told Raw Story that Allen's investments are handled by a financial adviser who uses investment managers with their own discretion, and that in May 2023 Allen learned of "reporting issues and omissions" caused by a compliance firm he had hired, after which he retained counsel and a new compliance firm to work with the House Ethics Committee; Norwood said the August 10 filing was made in consultation with Ethics Committee counsel. The 13 PTRs the Clerk lists for Allen from September 2023 through November 2024 were each filed within the deadline. The standard fee for a late report is $200, which Raw Story says the ethics committees have often waived. The Ethics Committee's chief counsel declined to comment to Raw Story and Norwood did not answer whether Allen paid a fine; no public House Ethics Committee finding or penalty against Allen was located, and it was not possible to confirm whether any fine was assessed.
