What happened
Amnesty International found that around 315 people were killed and over 3,000 injured between 21 October 2024 and 16 January 2025 during protests after Mozambique's election, with security forces using firearms unlawfully. On 4 February 2025 the Attorney General announced 651 criminal and civil cases; Amnesty reported no prosecutions and no details at that point. Former police commander Bernardino Rafael appeared before the Attorney General's office in July 2025 over police involvement in about 400 deaths; Human Rights Watch says that as of September 2025 the results had not been made public and that authorities failed to credibly investigate the shooting of at least 10 opposition officials. In July 2026 Amnesty called for an investigation after a video showed a plain-clothes police officer shooting a restrained suspect, which the national investigation service SERNIC said it would investigate.
