What happened
Colombia's Procuraduria General de la Nacion opened an inquiry into the National Protection Unit (UNP) and the Interior Ministry over armored vehicles and multiple bodyguards assigned to Juliana Guerrero and Gabriela Muñoz, two young women with government contracts but no formal senior office, after reporting found Guerrero began as a 6-million-peso-a-month contractor for the presidency's Secretaria de Transparencia in November 2022 and was later nominated for a vice-ministerial post, while a contract linked to the circle around Muñoz at the civil aviation authority Aerocivil grew through successive additions from an initial 400 million pesos to about 12 billion pesos. The UNP's director publicly defended the size of Guerrero's security scheme as exaggerated in media reports, while a former Dapre transparency-office director separately denied having requested that protection and said her signature was forged; Guerrero has not directly addressed the core allegations.
