What happened
After Iran's Guardian Council approved the 'Hijab and Chastity' law in September 2024, President Masoud Pezeshkian did not formally communicate it to government agencies for implementation. In early December 2024 he said, 'An unjust law will not be enforced, and if it is, it will create discontent,' according to Iran International. IranWire reported on 18 December 2024 that Vice President for Parliamentary Affairs Shahram Dabiri said the government had asked that the law not be sent to it for implementation so an amended bill could be submitted to parliament, and had sought the Supreme National Security Council's intervention. FDD reported that the Council paused implementation on 16 December 2024. Parliament Speaker Mohammad-Bagher Ghalibaf had said the law would take effect regardless. The sources reviewed do not cover its status after early 2025.
