What happened
On December 1, 2025, Bolivia's Fiscalía and police carried out searches at offices and plants of state oil and gas company YPFB, including in La Paz, Cochabamba, Santa Cruz and the Senkata plant in El Alto, and at the hydrocarbons regulator ANH in La Paz, investigating alleged fuel diversion and irregular charges, including a bidding process in Cochabamba. Press reports cited arrests of a YPFB Logística plant chief and a driver at Senkata for obstructing the inspection and of five officials in Santa Cruz (per El Deber); prosecutors said fuel had been loaded at Senkata with a high percentage of water or biodiesel. YPFB removed its nine district directors and replaced staff linked to the previous administration, and its president Yussef Akly said YPFB would act as a victim in the criminal cases. Investigations were ongoing and no one had been convicted.
