What happened
The Auditor-General for the Federation's 2021 annual report, published 13 November 2024, listed the Hydrocarbon Pollution Remediation Project (HYPREP), the federal agency running the Ogoniland oil-spill cleanup, among the ministries, departments and agencies that paid contractors for contracts and projects not executed. Audit queries before the House of Representatives Public Accounts Committee say HYPREP did not submit audited accounts from 2017 to 2021 and cite N7.2 billion for poorly executed contracts, N986 million for consultancy not executed, N931 million in extra-budgetary spending and an unverified N1.5 billion compensation payment in 2024. On 5 October 2026 committee chair Bamidele Salam gave HYPREP's programme coordinator seven days, until 12 October, to appear, calling it a final warning after four invitations were ignored. HYPREP had not responded in the reports we opened.
