What happened
Norway's Office of the Auditor General (Riksrevisjonen) found that the Norwegian Labour and Welfare Administration (NAV) told the Ministry of Labour and Social Inclusion and the Auditor General that activity logging was active in its pension, disability and parental-benefit databases when in fact logging for all relevant users was not switched on until June and September 2025; the affected systems manage about NOK 475 billion. It also found NAV controlled only 0.6 percent of invoices for orthopedic aids. NAV director Hans Christian Holte took responsibility as head of the agency and stepped down in November 2025 after the ministry said it had lost confidence in him; the ministry ordered an external review of NAV's internal controls.
