What happened
Benin's Autorité de Régulation des Marchés Publics (ARMP) found that Séverine Akouavi Bahounon, the Personne Responsable des Marchés Publics (procurement officer) for the Ministry of Energy, Water and Mines, violated publicity rules for two open tenders launched on 28 August 2025 (solar equipment for the Abomey university hospital and a vocational training centre). She said the notices had been sent for publication, but the ARMP found no proof they were physically transmitted. In Decision No. 2026-087/ARMP, dated 13 August 2026, the ARMP excluded her from public-procurement activity for 10 years, from 18 August 2026 to 17 August 2036, and ordered both procedures annulled. The decision can be appealed to the Administrative Chamber of the Supreme Court within one month of notification. The case began with an anonymous complaint received in October 2025.
