What happened
In a report deliberated on February 5, 2025 on the government's public-finance report for 2019 to March 2024, Senegal's Cour des Comptes found the declared deficit was understated in every year reviewed; for 2023 it recalculated the deficit at 12.30% of GDP versus 4.90% officially reported in the TOFE and to the IMF, a gap of 7.40 points. The court also identified debt contracted with the banking system without parliamentary authorization and not reflected in public accounts, and a public debt stock higher than reported. The Minister of Finance and Budget admitted at least one of the failings during the contradictory procedure and committed to corrective measures.
