Leaked audio of alleged kickback scheme brings down Argentina's national disability agency and its director
Subject of this story
What happened
In August 2025, leaked audio recordings attributed to Diego Spagnuolo, then executive director of the National Disability Agency (ANDIS), described an alleged scheme collecting 8% kickbacks from pharmaceutical suppliers on agency medicine purchases, with proceeds allegedly reaching other officials. President Javier Milei's government removed Spagnuolo and health-access director Daniel Garbellini via Decree 599/2025 on August 21, 2025; Spagnuolo was later summoned and questioned by federal prosecutors in Comodoro Py, and Congress's Chamber of Deputies voted to summon presidential chief of staff Karina Milei for questioning over the allegations. The government subsequently announced in December 2025 that it would dissolve ANDIS entirely, folding its functions into the Health Ministry.
