What happened
A GAO report published April 26, 2023 (GAO-23-105431) found that the Executive Office for Immigration Review (EOIR), the DOJ agency that runs the immigration courts, had not developed a strategic workforce plan, which GAO first recommended in 2017 (GAO-17-438). GAO said EOIR lacks efficient hiring practices for immigration judges, contributing to judges being staffed below authorized levels; the earlier review found an average of 742 days to hire an immigration judge from fiscal years 2011 to August 2016. EOIR's pending caseload was about 1.8 million cases at the start of fiscal year 2023, roughly three times the level at the start of fiscal year 2017. GAO made six new recommendations, with which EOIR concurred.
