What happened
Angola's Criminal Investigation Service (SIC) asked the land-registry agency IGCA on June 24, 2025 to confirm the cadastral ownership of a 9.86-hectare plot in Talatona, Luanda, in a dispute between Maria Africano da Silva and Orlando José Veloso, a former head of Sonangol Imobiliária e Propriedades. According to Maka Angola, IGCA's Cadastre Department issued an internal opinion (Information No. 06/Dep.Cadastro/2025, July 4, 2025) recording the land as registered and titled in her name, but the director-general's office never sent that answer to the SIC. After a prosecutor demanded a reply on December 9, 2025, Silva Hossi Venâncio, then acting director-general, replied on February 18, 2026 that the cadastral databases were under technical and legal review, without a timeline. Maka Angola says the reply omitted what the agency's own records showed. Her lawyer has filed a criminal complaint against Venâncio alleging prevarication and abuse of power; no court has ruled on it, and the account rests on Maka Angola's reporting.
