What happened
Byron Donalds, a U.S. Representative and the Republican candidate for Florida governor, hand-delivered a 25-page periodic transaction report (House Clerk Filing ID 8220682) that the House Clerk stamped received on Nov. 8, 2024. The pages reviewed list stock purchases and sales by Donalds and his spouse with transaction dates from Jan. 5, 2021 through May 9, 2024, and the entries reviewed show a notification date of April 24, 2024, 198 days before the filing stamp. Under the STOCK Act, a periodic transaction report is due within 30 days of notification and no later than 45 days after the transaction, and the House form states that a $200 penalty is assessed against anyone who files more than 30 days late. Every transaction date on the pages reviewed is more than 45 days before the Nov. 8, 2024 stamp. In a letter dated Feb. 9, 2026 and stamped received Feb. 19, 2026 (Filing ID 8221334), Donalds amended the report: eight transactions had been listed as made on Feb. 22, 2024 when they were made on March 27, 2024, and he wrote that they were reported correctly on Schedule B of his 2024 annual report. On Sept. 5, 2024, the Campaign Legal Center, an advocacy group, filed a complaint with the Office of Congressional Ethics alleging that 108 trades in 2022 and 2023, worth up to $1.6 million, were never reported in periodic transaction reports; Business Insider reported that the trades appeared in his annual disclosures filed in August 2023 and August 2024. The records reviewed do not show whether the November 2024 report relates to that complaint. Florida Bulldog reported on Oct. 5, 2026 that the outcome of that complaint has not been made public, and the records reviewed do not show whether a late-filing penalty was assessed. A Donalds spokesperson responded to the complaint in Sept. 2024: "All stock trades on behalf of Congressman Donalds and his wife are completed by third-party professionals without their direction or approval. The congressman is working to reconcile any outstanding infractions and follow all necessary procedures to ensure proper compliance."
