What happened
Houston Public Media reported in April 2026 that Mayor John Whitmire's office spent up to $60,000 in public funds producing '901 Bagby: Inside the Mayor's Office,' a podcast that averaged fewer than 160 views per episode. The Houston Progressive Caucus filed formal ethics complaints with the Texas Ethics Commission, the city's Inspector General, and the City Controller's waste, fraud and abuse division, alleging the spending and the mayor's on-air reference to the coming municipal election violated Texas Election Code Section 255.003's ban on using public funds for political advertising. The Texas Ethics Commission accepted the complaint on May 4, 2026 and gave Whitmire 25 business days to respond in writing; the mayor's office denied wrongdoing, calling the podcast 'another communications channel' comparable to press releases and social media.
