Periodic transaction reports on file with the Clerk of the House show Rep. Jamie Raskin (D-MD-8) filed three reports after the STOCK Act's 45-day outer deadline. (1) A report signed Aug. 13, 2021 disclosed the Dec. 18, 2020 sale, 238 days earlier, of 195,936 shares of The Reserve Trust Company/QED Fund V by his wife, Sarah Bloom Raskin, in a transaction in the over-$1,000,000 category. (2) A report signed June 9, 2022 disclosed a Feb. 9, 2022 exchange of i(X) Investments shares in his wife's name, valued $250,001 to $500,000, with March 11, 2022 listed as the notification date; it was signed 120 days after the exchange. (3) A paper report hand-delivered April 9, 2025 disclosed a Nov. 13, 2024 sale of AT&T stock valued at $1,001 to $15,000, with April 9, 2025 listed as the notification date; it was filed 147 days after the sale. Raskin said of the first report, 'We lost our son during the reporting period, and I filed the report late,' according to Fox Business, which dates his son's death to Dec. 31, 2020. On the second report, Washington Examiner, citing Insider, reports he said he did not learn of the transaction until March 11, waited an additional two weeks to file so he could get in touch with ethics staff, and 'submitted a $200 check for an apparently late filing.' The American Accountability Foundation (2022) and the Center for Renewing America (2024) filed complaints with the Office of Congressional Ethics about the first report; Fox Business reported the 2022 complaint had since expired. No public finding or sanction was found, and no fee payment was found for the first or third report. A spokesman for Raskin did not respond to Fox Business about the 2024 complaint. No response about the 2025 report was found.
