What happened
Press reports in early September 2026, based on a Cuarto Poder investigation, say Contraloría General de la República control reports identified observations on hirings, designations and promotions at the Defensoría del Pueblo during Josué Gutiérrez's tenure. Caretas reports that a control report found documents used to show experience for the head of the Right to Health Programme, a post requiring four years' specific experience, supported only seven days of work but were recorded as equivalent to three years and two months; she left the post in January 2025 and was later designated adviser and then promoted to 'adjunta'. Caretas reports that two women named in the reports denied that their hirings were linked to meetings with the Ombudsman. These are audit observations reported by the press; the control reports themselves were not reviewed and the Defensoría's response is not stated in these sources.
