What happened
A Periodic Transaction Report on the House Clerk's site (Filing ID 20032149), digitally signed by Rep. Sheri Biggs on Oct. 5, 2025, lists securities transactions owned by her spouse ('SP') in accounts the filing describes as professionally managed at UBS Financial Services. The listed transactions are dated between January and September 2025, with notification dates between Aug. 11 and Sept. 25, 2025. For example, trades dated March 18-19, 2025 show a notification date of Aug. 11, 2025, and the purchase of $100,001-$250,000 of the iShares Bitcoin Trust ETF is dated July 9, 2025 with a notification date of Aug. 20, 2025. The STOCK Act requires members to report within 30 days of notification and no later than 45 days after a transaction; the Aug. 11 notification dates were 55 days before the signing date. A count of the dates in the filing found 176 of its 189 listed transactions dated more than 45 days before the signing date. NOTUS (Oct. 8, 2025) reported more than 170 late trades, worth $4.14 million to $13.62 million, and that the standard penalty for a first late filing is $200, which the House Committee on Ethics can waive; Benzinga (Oct. 8, 2025) also reported the late disclosures. NOTUS reported that Biggs's office acknowledged its request for comment but did not otherwise respond, and Benzinga said it did not hear back from her. NOTUS said the Ethics Committee's chief counsel declined to comment. The sources reviewed do not say whether a fee was assessed or whether the committee took any action, and a search of the Ethics Committee site found no published action. Her 11 later periodic transaction reports reviewed (Oct. 2025 to Sept. 2026) show no transaction dated more than 45 days before signing, except one in the Dec. 29, 2025 report (transaction Nov. 4, 2025; notification Dec. 8, 2025).
