What happened
In a report examined by the National Assembly (which adopted the 2023 settlement law on November 27, 2024 over opposition objections), the Supreme Court's Audit Bench (Chambre des Comptes) found that Cameroon's 2023 budget statements were 'neither regular nor sincere' and did not reflect the state's true financial position. Flagged irregularities included an unauthorized modification of the 2022 financial statements, non-compliance with Treasury account nomenclature, expenditures executed without proper regulatory authorization, and revenue-collection anomalies such as a nationwide wood-packaging tax that yielded only 8,000 FCFA and a gambling tax that yielded only 18,430 FCFA. On April 23, 2025, the Ministry of Finance publicly rejected suggestions of fraud, attributing the discrepancies to 'technical limitations' from an ongoing asset-based accounting reform launched in 2022.
