What happened
The Contraloría General de la República (CGR) published a report on 27 August 2026 on Judesur, the Southern Zone Regional Development Board, covering ¢5,506 million for infrastructure at the Golfito Duty-Free Zone (Depósito Libre de Golfito). It found that eight premises had been built or rehabilitated but none had started operating at the close of the audit, which it calculates kept Judesur from receiving ¢342.78 million as of 30 June 2026. The CGR also reported that Judesur did not carry out strategic oversight or contract independent technical checks of the works, and estimated ¢1,200 million in unplanned additional costs. The CGR describes these as apparent non-compliances and weaknesses.
