What happened
Under the STOCK Act, members of Congress must report stock trades by themselves and their spouses within 45 days. A Periodic Transaction Report for Tracey Mann (KS-01), stamped received by the House Office of the Clerk on August 13, 2026, lists ten spouse (SP) transactions: purchases of Apple, Alphabet, Microsoft, Meta and Nvidia stock dated 08/20/2024 and sales of the same five stocks dated 09/09/2024, each in the $1,001 to $15,000 range, with a "date notified" of 08/04/2026. The form states that a $200 penalty shall be assessed against anyone who files more than 30 days late. The same day, Mann filed a letter amending his 2024 annual financial disclosure to add ETFs and further spouse transactions from a rebalancing of his spouse's retirement account after a change of financial advisor. The letter says the 2024 report had not included them, that he became aware of the transactions on August 4, 2026 while reviewing documents to complete his 2025 report, that no transaction resulted in a gain, that the publicly traded stocks were held for 20 days, and that the account balance at 12/31/2024 was under $50,000. NOTUS reported on August 14, 2026 that the trades were nearly two years late and that his Washington office acknowledged a request for comment but did not otherwise respond. The sources reviewed here did not identify any penalty or House Ethics Committee action.
