What happened
A Toronto Auditor General investigation found that in July 2019 14 City electricity accounts were switched from Toronto Hydro to two third-party energy retailers under contracts, worth $4.2 million, that were fraudulent and used the identifications of retired City employees. The fraud was detected when the Corporate Real Estate Management Division reviewed unusual invoices; the City would have lost about $2.5 million, and about $250,000 paid to the retailers was later recovered. The Auditor General could not determine who signed for the City, referred the matter to Toronto Police Service because of earlier signature-forgery allegations against a consulting firm owner, and urged the City and retailers to verify account changes carefully.
