What happened
In Report 2, Critical Habitat for Species at Risk, tabled 9 June 2025, the Commissioner of the Environment and Sustainable Development found that only 32% of species at risk had their critical habitat fully identified, and that 62 of 120 studies needed to identify it were late or still overdue, 50 of them by three years or more. Environment and Climate Change Canada monitored only 15% of planned recovery actions and Fisheries and Oceans Canada 13%, and Fisheries and Oceans Canada approved authorizations for harmful alteration or destruction of fish habitat even though no finalized offsetting plan was in place, with no assessment of how offsets performed. The commissioner warned that delays could lead to critical habitat being destroyed before it is even identified.
