What happened
Under the STOCK Act, members of Congress must report purchases and sales of securities, including bonds, by the earlier of 30 days after being made aware of the transaction or 45 days after the transaction date. Two Periodic Transaction Reports filed with the House Clerk list Rep. Glenn Grothman's U.S. savings bond purchases. Filing ID 20023104, digitally signed June 27, 2023, lists two purchases of U.S. Treasury Series I savings bonds dated 02/02/2022 and 04/19/2022 (each $1,001 to $15,000), with a date notified of 05/15/2023; the 45-day mark for those transactions fell on March 19, 2022 and June 3, 2022. Filing ID 20025026, digitally signed May 14, 2024, lists a Series I bond purchase dated 01/04/2023 and U.S. savings bond purchases dated 04/26/2023 and 03/19/2024 (each $1,001 to $15,000), with a date notified of 05/08/2024; the 45-day mark for those transactions fell on February 18, 2023, June 10, 2023 and May 3, 2024. The House Ethics Committee's financial disclosure instruction guide says purchases of U.S. savings bonds likely require a PTR and that late PTR filings are subject to a minimum $200 fee. Raw Story reported on September 30, 2024 that Grothman's office did not respond to multiple requests for comment. The sources reviewed here did not identify any penalty or House Ethics Committee action.
