What happened
Three periodic transaction reports filed with the Clerk of the House by Rep. Brad Schneider list four sales of Trupanion stock that were reported after the STOCK Act deadline, which is 30 days after notification and no later than 45 days after the transaction. The reports are: filed Dec 9, 2020, a joint-account sale dated Aug 12, 2020 (89 days past deadline); filed Mar 17, 2022, a joint-account sale dated Dec 10, 2021 (67 days); and filed Aug 13, 2022, two sales owned by a spouse's family investment partnership, dated Feb 8, 2021 and Dec 7, 2021, for which the report gives an Aug 8, 2022 notification date (506 and 204 days). Lateness is computed from the dates printed on the reports and the Clerk's filing dates. Business Insider reported on Mar 23, 2022 that Schneider disclosed his December 2021 trades about two months past the deadline. His spokesperson, Maggie Harden, told Insider: "Representative Schneider inadvertently did not hit the 'submit' button when entering a stock transaction in December. He discovered the error last week and immediately submitted the data and paid the associated late fee. The mistake has now been fully resolved." Insider reported that the standard late fee is $200, that the House Ethics Committee does not make fee payments public, and that Harden declined to say how much Schneider paid or provide proof of payment. The reports do not show whether a late fee was assessed or waived for the 2020 or August 2022 filings, and no public statement about those two reports was found.
